Philharmonia basinigra is a moth in the Lecithoceridae family. It was described by Wang and Wang in 2015. It is found in China (Tibet, Fujian, Guangdong, Jiangxi, Zhejiang). The basal two-fifths of the forewings is blackish brown and the distal three-fifths is pale yellow. The markings are creamy white. The costal margin has two small basal spots, and a large inverted triangular patch before the middle. There is also an elongate band-like stripe extending from the basal three-fifths to the termen. The ventral margin is blackish brown distally. The hindwings are pale grey, the cell with a short black bar situated on the end, and the tornus with a triangular greyish black patch.
